2.1.4: Rendering Engine Rollback

Hello,

This update reverts the game's rendering engine to how it was prior to version 1.18. The newer rendering engine made the game unplayable on older hardware (typically devices without vulkan/dx12 support or newer CPU instruction extensions).

This change was initially made due to development issues, which seem to be resolved.
